The 400D looks to be a very, very good camera. It is a significant improvement in my eyes over the previous Rebel XT/350D.

On dpreview.com, they compare the 400D against the Nikon D80, which is a step up from the Nikon D40/D50. I’d recommend getting the 400D over the lower Nikons, but I would definitely recommend taking a look at the D80 and comparing the two.

As far as the noise issue, both cameras have a similar amount of noise, but where the D80 excels is that it has a better chroma noise reduction, which results in a more monochrome noise which looks more like film grain than what you get with the Canons where you get a lot of colored noise. It does come at a price of sacrificing *some* detail vs. the Canon, but it’s a very small difference.

Also, go to the store and play with both cameras. See how they feel in your hands and see if one is easier to use than the others. I’ve heard that the Nikon’s menus are more user-friendly, but I’m used to the Canon one so I can’t really speak from experience.
