Yes, it will work. With something like the 18-55 IS kit lens, this would be plenty. If you are talking about a 100-400 L, it may not be enough to keep it steady.

a steadicam is for video work to allow the camera operator to walk with his camera while shooting. a steadicam is used in conjunction with a normal to wide angle setting. it is not a lens stabilizer for telephoto or time exposure still photography. since you have to hold the camera away from your body, you cannot use the eyepiece viewer either, so you should stick with autofocus.

Should be ok for most 35mm/digital cameras as long as they don’t have an extra large lens.
